Refuelling CNG stations and NGV refuelling appliances (VRA)

A)
Legislation of refuelling CNG stations (conditions for their placing, design, testing and operation) is defined in the TPG technical rule:

TPG 304 02 Refuelling CNG stations for motor cars
This technical rule is effective from 1 February 2012.
In terms of the law no. 458/2000 Sb., the refuelling CNG stations are not considered as gas installations. 

B)
Legislation of NGV refuelling appliances (conditions for their placing, design, testing and operation) is defined in the TDG technical recommendation:

TDG 982 03 NGV refuelling appliances
This technical recommendation is effective from 1 February 2009.
In terms of the law no. 458/2000 Sb., the NGV refuelling appliances are not considered as gas installations.

NGV parking, repair and service 

The Regulation no. 268/2011 Sb. (adopted by the Ministry of Internal Affairs) changing the regulation no. 23/2008 Sb. about the technical conditions for the fire protection of buildings (from 6 September 2011) solves the equipment of garages for parking the NGVs. 

§21 paragraph 2:
Garage which serves the purpose of parking the gas-fueled cars must be equipped with gas detectors and an effective ventilation (conformable with the Czech technical standard as mentioned in the supplement no. 1, part 1, point 2 and part 17:

Part 1, point 2) ČSN-standard 73 0804 Fire protection of buildings – Industrial buildings
Part 17) ČSN-standard 73 6058 Small, multi-storey and mass garages (from 1 September 2011)

The requierement as mentioned in the first sentence is also valid for arrival- and exit-spaces of a mass-garage serving for parking of gas-fueled cars, if this space is longer than 30m and at least on 3 sides enclosed with building constructions. The assessment of a garage which also serves for parking the gas-fueled cars and (assessment) of its electrical equipment in light of risks connected with creation of an explosive atmosphere shall be carried in accordance with the Czech technical standards as mentioned in the supplement no. 1, part 16, points 2-4:

A) 
Requirements for the garage and other place facility used for NGV parking and standing and conditions for their design, construction and operation are defined in the GAS technical rule:

TPG 982 01 Garage and other place facility for the NGVs
This technical rule is effective from 1 May 2013.

B)
Requirements and conditions for operation, repair, maintenance and inspection of NGVs
are defined in the GAS technical recommendation:

TDG 982 02 Requirements for operation, repair, maintenance and inspection of NGVs
This technical recommendation is effective from 1 February 2009.
